I recommend two additions to your revegetation mixture for this site. - <br />In order to. increase the diversity of the stand of grass, I suggest adding <br />another grass that is well adapted to this type of site, Sand dropseed, <br />at a drilled rate of 3.0 lbs. PLS/acre. Further, to help to ensure long <br />~~u,,~1 term soil fertility, I recommend the addition of a legume, Yellow sweetclover, <br />at a drilled rate of 0.5 lb. PLS/acre. Otherwise, Z feel that the revegetation <br />plan suggested by the Soil Conservation Service is quite adequate. <br />Exhibit G: Water <br />1. During my inspection of the site it was obvious that periodic dust <br />control is probably very necessary for this operation due to the large amounts <br />of dust produced by the mining and the processing of aggregate. How much <br />~( water is to be used for this purpose? Will this water be trucked in, or <br />does Otero County have access to an industrial use water right for this <br />purpose? <br />2. I have sent a copy of this application to the Colorado Division of Water <br />Resources for their review. As soon as I receive their cormnents, I will send <br />a copy to you. <br />Exhibit N: Wildlife <br />1. Our Division will need a review statement from a local representative of <br />~1 the Colorado Division of Wildlife concerning the potential wildlife impacts <br />I"~ ~ on this site due to the gravel mining operation. Theiz evaluation and <br />recommendations will be sufficient for this exhibit. <br />Exhibit I: Soils <br />1. Are the soils to be brought in to this site for use in reclamation the <br />same types as those described in this exhibit? If not, what types of soils <br />li 5t5 will be brought in, and what special treatment (such as fertilization) will <br />yol^,t,,.t J.they need t1:at is different from the Soil Conservation Service recommendations <br />a [~ already given? Otero County should demonstrate that the soils to be brought <br />in will be just as suitable for supporting vegetation as the topsoil found on <br />site. <br />Exhibit L: Reclamation Costs <br />Topsoil placement costs for 40,000 cubic yards of topsoil could be <br />conservatively placed at $20,000.00 (figuring 50.50/cubic yard). This is <br />an integral part of reclamation and will be the largest part of the reclamation <br />costs to the County. Some slope grading might properly be included as a part <br />of reclamation costs, also increasing the total reclamation costs for this <br />operation. <br />This problem of what costs should properly be included is largely irrelevant <br />d for county operations, however. Otero County is committed to doing the recla- <br />-`~< oration of the site, regardless of the cost calculations submitted as a part <br />r j~ ~~•.of this permit application. Therefore, I suggest that Otero County submit a <br />Soy`" resolution signed by the County Commissioners that does not mention the recla- <br />~ / oration costs for the operation and incorporates the following language: <br />
