999 •
EXHIBIT E S
RECLAMATION PLAN
General
This site will be reclaimed for an end use of pasture land and a private lake. The reclamation
plan utilizes reclamation concurrent with mining activity. However, it could take an additional
two years to complete the reclamation. The eastern portion of the property will be completely
backfilled to the original grade, using overburden and topsoil stockpiled from the excavation of
that area and from lime soils material hauled from the western side of the permit. The western
portion of the permit will become one lined water storage reservoir on the west side and
pastureland on the east side.
In this rural area of Larimer County, agriculture and mining are predominate uses of land along
the Big Thompsom River. Thus the post-mining uses proposed here are compatible. The
Larimer County Comprehensive Plan allows for mining uses in rural and agricultural zones.
The operator will comply with Rule 3.1 according to the following measures:
Wildfife
The proposed reclamation plan does not propose to create a wildlife habitat. All activities will be
planned considering the safety and protection of wildlife. The reclamation will create expanded
opportunities for wildlife, especially for aquatic animals and waterfowl.
Revegetation
The reclamation plan includes revegetation of disturbed areas and sideslopes after they have been
graded. The proposed seed mix will be conducive to livestock grazing. The grass mixture and
seeding rate prepared by Aquatic and Wetland, and the fertilizer and mulching recommendations
from the local Soil Conservation Service, will be utilized for this site. See Attachment El.
Grass seed will be drilled approximately one-half inch deep during the optimum seeding period.
The grass seed mix includes drought resistant varieties which withstand normal semi-arid climate
conditions without irrigation.
Noxious-weeds will be controlled by mowing prior to seed head formation. If more intense
control is considered necessary, an appropriate chemical weed control substance will be selected.
The chemical will be compatible with use near running water.
Cattle and llamas will not be grazed on the revegetated areas for at least two years, to allow the
grasses to become established.
