Bob Bisgard - 2 - July 14, 1993 <br />Overall it would appear that a more appropriate final use would be <br />wildlife use. <br />The Division believes that based upon the current existence of willows as <br />shown in the photos in the application, it would be relatively easy to <br />establish willows along the edge of the disturbed areas closest to the <br />river by placing willow cuttings in this area. This would provide some <br />cover for wildlife, as well as creating some shade and help stabilize the <br />stream banks. Also, the seeding of some native grass species on the <br />disturbed areas would be beneficial even if only a "patchy" cover <br />resulted from this effort. Please provide a proposed seed mix and <br />seeding rate. <br />As a final comment on the reclamation plan, please provide a more <br />detailed demonstration of the final contours planned for the site. The <br />Division agrees with Summit County's concerns that a flat "table top" is <br />not desirable. <br />Exhibit L - Reclamation Costs <br />The reclamation costs presented in Exhibit L appear to be reasonable and <br />should be adequate to also cover mobilization and demobilization costs <br />even although this item was not broken out separately in the Exhibit. <br />The Division does recommend an additional $500.00 per acre for grass <br />seeding and willow shoot planting. Using 14.5 acres as a maximum <br />disturbed area at any one time x $500.00/acre an additional $7,250.00 <br />should be added to the costs for total of $34,339.00. <br />If you have any questions please fell free to contact me. <br />Sincerely, <br />Gregg R.
