McARDLE <br />RE: Speer Development - File No. 83-176 <br />Dear Mr. McArdle: <br />This letter is in response to the questions and concerns posed in <br />in your review letter of September 29, 1983. We have attempted <br />to address each in sufficient detail in the following: <br />A. EXHIBIT C - Pre-Mining Plan Map <br />1. Please find enclosed an updated list of the current property <br />owners adjacent to the Speer property. Sheet 3 has also been <br />updated and the adjacent property owners indicated thereon. <br />2. The Extraction Plan Map (Sheet 8) and the Reclamation Plan Map <br />(Sheet 9) were originally drawn in a graphic manner in terms <br />of the lake anti mining area. Said maps have been modified to <br />more accurately define the mining and lake area. We believe <br />that they now show that the existing stands of cottonwoods will <br />remain outside of said areas. Every effort will be made to pre- <br />serve the existing growth of trees on the property, and mining <br />will be conducl;ed in a manner which will ensure this preservation. <br />B. EXHIBIT D - Mining Plan <br />1. The only structures which exist on the Speer property are those <br />which belong to the owner/operator and are located in the most <br />southeasterly portion of the property. No other structures exist <br />in the surrounding area which are within 200 feet of any proposed <br />mining activity. <br />2. Topsoil from Phase 1 will be stockpiled in the Phase 3 area. <br />Topsoil from Phase 2 will be stockpiled in the Phase 4 area. <br />Topsoil from Phase 3 will be stockpiled in the Phase 5 area. <br />Topsoil from Phase 4 will be stockpiled in the Phase 1 area. <br />Topsoil from Phase 5 will be stockpiled in the Phase 2 area. <br />Approximately 4,000 cubic yards will be stockpiled in each area. <br />4. We are in agreement with your recommendation that topsoil to be <br />stockpiled for greater than 1 growing season should have a per- <br />ennial grass cover crop planted to aid in protecting the topsoil <br />from erosion. Since reclamation will begin as soon as possible <br />upon completion of Phase 1 mining, and each Phase will be re- <br />claimed in a similar manner, we do not anticipate that the top- <br />soil will be stockpiled for greater than 1 growing season; how- <br />ever, if the stockpiling should last for said length of time, a <br />grass cover crop will be planted as stated above. <br />Colorado 8000/13031428-3258 <br /> <br />.~ <br />d" <br />
