Staff has completed a PAR of the application and is <br />requesting clarification or corrections to the following issues: <br />1 i The supplied maps do not have the required signature of the qualified person <br />who prepared them as required by Rule 6.2.1(2)(b). Please supply one original <br />and one copy of corrected versions of the maps with signature and any other <br />issues noted in the application review process. <br />2) Per Rule 1i.4.3(g), Map C-1, (man made feature) does not include the CJN Lateral <br />as listed in Exhibit S. Please correctly identify this feature on this map. <br />3) In the Mining Plan, Exhibit D, the Office of the State Engineer (OSE) has <br />submitted comments (attached) concerning noted Water Diversions and <br />Impoundments. Please supply this Office with a copy of Haldorson's responses <br />to OSE concerning the issues noted. <br />4) Per Rule 3.1.3, "reclamation must be carried out with all reasonable diligence <br />...and completed within five (51 years from the date such phase is completed." <br />The commitment to 2 years from total completion of mining to final reclamation <br />in the Mining and Reclamation Plans is admirable, however, staff feels the <br />applicant should allow for the full 5 years. If the site is ready for release anytime <br />within that time frame, the applicant could apply for a release. But if the <br />applicant commits to 2 years and does not meet the reclamation requirements, <br />staff would be forced to look at a possible permit violation and associated <br />penalties. Experience with reclamation work in this area does not support the 2 <br />year commitment. - <br />
