Nottingham Sand and Gravf H78-352 . •
RW: We have Nottingham Sand and Gravel but there may be a priority on the part of .
. . . no one from Nottingham here, I would suggest we go to . . .
K: I represent the Rio Grande Railroad and I 'm one of the adversaries
RW: Ok, you' re here with respect to Nottingham
K: That's right.
RW: I don ' t see the presenter here Mark Heifner, so we' ll hold that for a moment
and . .
RW: Northern Coal , is Roger out there? Here's Mark, Mark, if you wnat some more
time we' ll give you a little bit , if you' re ready to go, the adversaries are
here so we should wait until a little bit until they have a chance - let me
just clarify is item 18 the same as item, item 18 and 56 are 2 Nottinghams ' s
LH: Right, one by Mark and one by Roger
RW: Ok, and the one you' re dealing with is the one, the people are not here yet
RF: I can go ahead.
RW: Right
RF: Ok,..Nottingham, Sand and Gravel , Item N56 on the agenda File No. 77-343, this
is a approximately 18 acre sand and gravel operation in Eagle County it is
jsut south of 1-70 near the town of Avon, to orient the Board this is 1-70
right here, uh, the Eagle River is down here, the railroad runs through here
there's a private airstrip that I think services the town of Vail in that
area. It 's uh and it 's one mile northeast of Avon. Ok, uh, can' t really tell
p from this topo map but 1-70 runs through here, the operation is on I guess, on
a hill slope down from 1-70 and it 's in such a position that 's it 's , you really
can' t see it from the interstate, because it 's hidden by the shoulders of the
highway so it 's kind of underneath on a high terrace. The operation moves
from east to west, the Board can see that this is Phase 1 , this is approxiamtely
81 acres , phase 2, phase 3, and phase 4 are approximately 3.2 acres each.
To date, the operator has completed his mining in phase 1 , he's mining in phase
2 now, and they are starting to initiate reclamation in phase 1 . For phase
2, 3, and 4, well I should mention this operation has been in existence for
quite a while and coming under that October 1 dea dline.
RW: And they are under compliance plans?
RF: Yes, Phase 2, 3, and 4, the operator intends to spend about 5 years mining
in each phase. Depth of mining is 260 feet , they will , the mine wil I not
go into the water table, they will stay above the water table. Ok, basically
what 's happening here is on the-regrading of slopes they will be no steeper
than 2 to 1 . How it will actually work - official cross section, this is the
way it looks, this kind of a topography they' re going to make it that type of a
typography, so actually what you' re seeing here is a situation where it slopes
like that and then levels out here at the bottom where before it was kind
of concave. It 's , this ridge they' re mining in other words they' re mining across
the ridge and this ridge is essentially just a gravel deposit with very little
or no topsoil that ' s available. . . so the operator will use overburden as a
plant growth medium and will fertilize according to soil tests as a result.
They have applied for an NPDES permit and have satisfied the questions of
the Division of Water Resources , they do have county approval from Eagle County.
The seed mixture that the operator proposes is to be hand broadcast and the
