DEPARTMENT OF NATURAL RESOURCES
David H. Getchea Executive Director
MINED LAND RECLAMATION DIVISION
DAVIDC. SHELTON, Director
Richard D. Lamm
Governor
May 9, 1984
Mr. Brian Peters
Land Use Administrator
P,O. Box 176
Saguache, Colorado 81169
Re: San Isabel Gravel Pit - File No. M-84-044
Dear Mr. Peters:
I have completed my adequacy review of your mining and reclamation permit
application for the San Isabel Gravel Pit. I have a few questions and comments
about the application that I have organized on an exhibit-by-exhibit basis below.
Any exhibits or parts thereof not mentioned are considered adequate for Board
approval now. Please respond to this letter at your earliest convenience such that
this matter will be ready for Board consideration and approval during the scheduled
May 23-24, 1984 meeting. If we can clarify these few question areas, this
application should be able to be presented as a "no problem", written presentation
to the Board, and you will not need to be present at the meeting.
Exhibit D
1, How is County Road 66T to be protected during and after the mining operation,
X given the fact that excavations will approach within about 25' of the road?
2, How is the ditch that crosses the northwest corner of the permit area to be
protected during and after mining? Irrigation ditches have been considered by the
,M J Board as permanent, man-made structures. If such structures lie within 200 feet of
V '°7 the affected land (in this case, within the permit area) the operator must either
6~1 show that the mining activities will not adversely affect the structure, or present
~t,,n~C a signed agreement with the owner of the structure committing to repair of, or
~yYc~ kscompensation for, damages to the structure by the mining operator. Please clarify
y^~ this entire situation, providing more details concerning the ditch (size, lining,
~1° ~ etc.), as necessary.
r
+" J„J~'~G Exhibit E
1 1, Are the seeding rates given for drilled or broadcast seeding? If broadcast
,v/ seeding is to be used, the seedbed will need to be dragged after broadcasting to
cover seeds.
2. Further details concerning revegetation are needed. These include
fertilization rates, mulching rates, seedbed`~ireparation (e.q. ripping before
topsoil placement or other topsoil preparation measures), weed control (if
necessary), and any other activities for ensuring revegetation success. I suggest
you consult with the S.C.S further in this matter. Submission of their completed
CO-ECS-5 form may suffice for these purposes.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tet.
