At <br />our meeting on August 3, Bob Bisgard indicated that Alpine Rock would meet with the County to <br />discuss road impact and maintenance concerns. <br />4. Wildlife Habitat: Alpine Rock should consult with the Colorado Division o[ Wildlife on an ongoing <br />basis as reclamation proceeds. The recommenda[ionso[ the Colorado Division of Wildlifeon detailed <br />aspects of the reclamation plan will enhance the goal of creating viable and diverse wildlife habitat. <br />5. Water Quality: Two statements made in Tuttle Applegate letter of August 5, 1993 are a concern. <br />One is the conclusion that mining of sand and gravel does not contribute to phosphorus loading. <br />Summit County has pu t considerable effort into protecti ng Dillon Reservoir and other waterways from <br />phosphorus loading. Earth disturbing activities are generally identified as a significant source of <br />phosphorus pollution. We suggest that Tuttle Applegate provide more conclusive information on the <br />potential phosphorus loading as a result of this operation. Robert Ray o[ the Northwest Colorado <br />Council of Governments and Dr. Bill Lewis of the University of Colorado are very familiar with <br />phosphorus loading in Summit County. They should be consulted before any conclusions on <br />phosphorus loading are made. <br />The sewnd statement of concern involves conclusions about the Clean Water Act applicability to the <br />mining operation. Although there will be no direct (assumed to be "point") discharge into the Swan <br />River, there will be considerable nonpoint discharge. The County would like to see verfication from <br />the State Health Department (VVa[er Quality Control Division) regarding compliance with the Clean <br />Water Act. <br />The County appreciatesthe cooperation of Alpine Rock and the Division of Mineralsand Geology considering <br />our wnccrns. At this point, we are not withdrawingour objection to the reclamation permit. We suggest that <br />the reclamation plan be further modified consistent with our comments. Please advise us of the next step in <br />the process.
