The revisions include: <br />changing the post mining land use to wildlife habitat <br />grading to a more "natural" condition including swales and a small berm to prevent runoff directly into <br />the Swan River and associated wetlands <br />reseeding with a mixture recommended by the Middle Park Soil Conservation District <br />delineation o[ wetlands in phases concurrent with areas to be mined and avoidance of all wetlands <br />during operations <br />These are positive changes that address many of the County's concerns outlined in our letter to you dated <br />June 16, 1993 and discussed at our meeting on August 3. The following are concerns that we would like to <br />see addressed by Alpine Rock and incorporated, to the extent possible, as conditions o[ the reclamation <br />permit. <br />1. Topsoil: We recognize that there is no source of topsoil on the site. Any topsoil and Cine materials <br />that existed are mixed in with the gravel as a result of the dredge mining that occurred in the past. <br />The County does not agree that, just because there is no topsoil on the site due to past mining <br />activities, that there is no obligation [o import topsoil for reclamation. In order for reclamation to <br />a natural condition to he successful, adequate topsoil is essential. The County would fike to see the <br />maximum amount of fine materials and topsoil retained on the site. However, we do not believe that <br />• :ia soa:cc will be adcquax. Therefor, topsoil would be imported :o assu: ~ successful revegetatioa. <br />This materialwill increase the success of revegetation e[[orts. The reclamation plan should be revised <br />to reflect importing topsoil. <br />2. Dust Control/llazardous Materials: Portions of the site in the Tiger area are covered with fine <br />materialswhich appear to be eroded Crom old mine tailings. Some of this material has been deposited <br />on top of the gravel. The constituents of this material are unknown, but they wuld be potentially <br />hazardous. Dust control will be needed to prevent this material from becoming airborne. <br />Roads: Tiger Road, which accesses the site, is unpaved. There is relatively heavy traffic on the road <br />due to recreation in the upper Swan Valley. The County has done some dust control and periodic <br />grading.
