<br />' Environmental Impact Statement <br />~' Re: 5:2 <br /> United Companies recognizes the fact that certain environmental concerns will <br />' be impacted by the permitted operati on and that it is incumbent upon us to <br /> mitigate the impacts as much as it is possible and reasonable. <br /> The language in Resolution No. MCM 8993 directly addresses some of these <br />' concerns. <br /> We must construct an earthen berm on the east property line between the site <br />' and L.ot 6, Block 1 of Virginia Acres . This will serve a dual purpose, as a <br /> visual barrier and a sound barrier. <br />' A chain link fence will be constructed on the east, north and west side of the <br />site, and a sheep fence will be constructed on the south side. This fence system <br />will serve as a visual barrier and will provide security in that it will limit <br />' access into the site. <br />We are further directed to position our process facilities "as far west on the <br />site as practical". This will serve to mitigate noise as much as is possible, <br />' as well as reduce visual impact. <br />The Colorado Department of Health requires an APEN (air emissions) permit for <br />t the site itself, the crusher and the asphalt plant. <br />The criteria for those permits is established by the State of Colorado and <br />' compliance is regulated by the Colorado Department of Health. <br />To retain the APEN permits, a genuine effort is required to suppress fugitive <br />dust rind other particulate matter. This is done by treating roadways with a dust <br />' suppressant and by providing spray bars (water) on the crusher plant. The <br />aspha'It plant also primarily uses a "wet scrubber" to capture fugitive dust and <br />particulate. <br />t The initial obligation is to improve the visual quality of the site by a <br /> substantial clean-up of trash and construction wastes that are now present at <br /> the s~te. <br />' <br /> The final obligation is to return the parcel of land to a condition of <br /> acceptabili ty that is regulated by the State of Colorado Mined Land Reclamation <br /> Division. In this particular instance, the land will be reclaimed as a public <br /> park, with a lake and public trail. <br /> <br />1 <br /> <br />1 <br />
