General History <br />Currently there exists a previously permitted gravel pit <br />within this site. The original gravel pit was permitted by <br />Yampa Valley Industries in 1973, mined by Pampa Valley <br />Industries before being abandoned. It was permitted for <br />approximately S.0 acres. Tn 1978, a Routt County Special <br />Use Permit was granted to Charles Hogue until 1993, the <br />date the original permit granted Yampa Valley Industries <br />would have expired. <br />The land to be permitted currently consists of a pond, <br />created by the previous mining operations, hay meadow and <br />pasture which is controlled by the Hogue Ranch. After <br />mining operations within the permitted area are terminated, <br />the land will be utilized by the Hogue Ranch for <br />agricultural and recreational purposes. The site may be <br />• considered for homesites after completion of mining <br />operations and reclamation of the site. <br />Z. Site development and mining operations are scheduled to <br />commence in the spring of 1993. Approximately 51 acres of <br />land will be leased. However, the total affected area will <br />only be approximately 38 acres. In addition to meeting all <br />permit and application requirements, Duckels Construction, <br />Inc. will also operate under the advisement and direction <br />of the Hogue family to maintain conformity with the Hogue <br />Ranch operations. <br />B. General Site Conditions <br />Previous mining operations have created a pond approxi- <br />mately 5.5 acres in size on the east side of the area to be <br />permitted. Investigations in this area have led us to <br />conclude that adequate gravel reserves still exists in the <br />pond area. Mining operations will begin in this area. <br />2. Exploratory tests have indicated that the topsoil and <br />overburden on the proposed site is from one to three feet <br />thick. The topsoil will be removed and stockpiled for <br />restoration of the project site. Topsoil will be stock- <br />piled in the areas described in a later section of this <br />. section.
