3H:1 V. As the mining progresses, topsoil will be replaced through out the finished phases and
reseeded. It is the understanding of the Division that based on the quantity of topsoil provided
under Exhibit "L" (16,000 LCY) an average of 6 inches of top soil will be spread through out the
permit azea.
EXHIBITS "F" THROUGH "K" (6.4.6 THROUGH 6.4.11) ADEQUATE
EXHIBIT "L" RECLAMATION COSTS 6.4.12
1) On page 14 of 23, the operator under back slopping, states it will be accomplished during
mining so no cost associated with that part of the reclamation task was calculated. However, on
page 4 of 23, under mining plan, the operator states," If a certain volume of overburden is not
used as base course, the remaining overburden will be used to flatten slopes to less than 3:1. On
the same page, the operator states" The mining face will be nearly vertical
I/z :1 slope. Unless you are proposing to leave the mining face at the end of each mining day at a
3:1 slope, the Division needs to calculate the amount of material the would need to be pushed to
get the slope from the'/z to 1 mining face to 3:1 reclamation slope. Please explain, or provide the
maximum length, and height of the mining face so the Division can calculate the needed
reclamation warranty.
2) Under the same page, the operator states, "The front end loaders will excavate the material
and deposit it on conveyors. How long is this conveyor system ?How come the cost of removing
the conveyor system not included under the Exhibit, please explain and provide the needed
information so the Division can calculate the cost of reclamation.
EXHIBIT "M THROUGH "R" (6.4.13 THROUGH 6.4.18) ADEQUATE
EXHIBIT "S' PERMANENT MAN MADE STRUCTURES (6.4.19)
1) Please refer to comments under EXHIBTI' "C"
The decision date for the application is 5-21-02, in order to allow the Division adequate time to
review your response, please submit your response as soon as possible.
Sincerely,
Berhan Keffelew
Reclamation Specialist
CC: James Stevens
