Any proposed changes in the Annual Operating Plan will be <br />reviewed and approved with the appropriate regulatory agencies before changes take <br />effect. <br />In accordance with the Conditions of Approval, Administrative #2, the staging areas to be <br />used by the drilling contractor will be reviewed with and approved by the USFS District <br />Ranger or designated representative prior to use. These sites will be used in a manner to <br />minimize damage to the vegetation and soil. Any surface disturbance to these sites will be <br />re-graded and seeded to facilitate rehabilitation. <br />Access to all drill sites will use the roads and trails approved in the Decision Notice. <br />All access routes will be maintained to accommodate 4X4 pickup trucks and a drilling <br />unit. A drilling unit is comprised of or part of the following equipment: truck mounted or <br />skid mounted drill rig, air compressors, air boosters, rig-up truck, boom truck, utility trailers, <br />fuel skidders, drill pipe lay-down rack, crew trucks, and water trucks. <br />ROAD CONSTRUCTION <br />MCC will construct five temporary spur roads in 2005. These roads are Box Canyon Road, <br />19-01/03 Spur, 19-04/05 Spur, 20-O1 a Spur and 24-08 Spur <br />Road Name Length Access to <br />19-01/03 Spur .04mi 19-06 <br />19-04/05 Spur .04mi 19-04,05 <br />ZO-O1 a Spur .04mi 20-01 a <br />24-08 Spur 0.3 mi. 24-08 <br />The projected locations of temporary roads and drill pads are provided on Map 2. MCC will <br />identify and mark the road alignments and pad locations prior to construction for review and <br />approval by the responsible USFS representative. <br />MCC will construct or install the temporary roads, drainage features, road surfacing, <br />MUTCD signs, gates, and other mitigation measures as defined in the field with the <br />responsible USFS representative. <br />MCC will reconstruct one previously used temporary road for use in the 2005 <br />drilling. This road will be the West Flatiron Extension to access 20-01 a, 19-01,19-02, 19- <br />03,19-04, and 19-05. The road was previously used to access RAV 5 in August of 1993, <br />
