Equipment operators shall not leave the controls of such equipment while the <br />machinery is in operation. <br />4. In the event that work is required out from under the protective canopy of the <br />highwall mining system or any other protective cover, at least one person shall be <br />assigned to observe the highwall for possible movement. <br />5. Persons shall be kept clear of the push-beam train while it is in motion, and shall <br />cross only where adequate crossing facilities aze provided. Persons shall be kept <br />cIeaz ofpush-beams being loaded into position on the transfer mechanism. <br />6. Care will betaken to avoid interconnecting cuts or narrowing of the web. An <br />additional foot of web thickness has been included in the design above the required <br />safety factor criteria to compensate for any tendency of the system to drift laterally. <br />The rigid push-beams of the SHM prevent much lateral drift that maybe <br />experienced on other highwall miners. In the event an adjacent entry is breached, <br />mining will be discontinued, and the miner will be moved to the next projected <br />opening. The modeling specifically addressed the situation where an entire web <br />was removed (a much worse case than having openings intersected), and <br />demostrated that panel stability was not compromised. Therefore, there should be <br />no requirements to skip an opening; if the next opening is aligned properly, a web <br />of twice the design width will result at the back of the hole. <br />• <br />7. No person shall be pennitted to enter a highwa]] miner opening except with the <br />approval of the Coal Mine Health and Safety District Manager or Assistant District <br />Manager. <br />8. No materials or equipment shall be stored in highwall miner openings. <br />9. Major repairs to the highwall mining equipment maybe completed during or after <br />daylight hours provided that the machine is backed 50 ft. from the highwall. <br />0. Mined entries shall be blocked with suitable fill material as they are abandoned. <br />The openings up to 300 ft from the current active opening will not be blocked so <br />that visual inspection of their performance can be attained. <br />11. No blasting shall occur within 1,500 ft of the highwall mining operation. If <br />exceptions to this procedure are necessary, highwall mining operations will cease <br />until the blast is complete and the highwal] has been re-examined for any damage <br />caused by the blast. <br />12. Adequate illumination shall be provided for work areas after dark per 30 CFR <br />77.1504(e). <br />L J <br />D. Description of Operations <br />1.
