A track dozer will drag a Cat <br />track/tire/chains parallel along the highwal] to scale loose material prior to highwall <br />mining. If loose material is encountered as highwall mining progresses, the <br />highwall will again be scaled. Personnel shall be removed from the azea during <br />scaling operations. <br />4, Surveyed stationing in the pit will be completed to assure proper identification of <br />active highwall mining panels. <br />5. The highwall mining plan is flexible to a12ow for either the upper or lower seam to <br />be mined first, depending on production needs. As such, the miner will either be <br />positioned on the undisturbed pit floor or on a bench created with fill material. A <br />minimum pit or bench width of 75 ft is required for the highwall mining operation. <br />6. Typical penetration depths of 750 ft to 1,000 ft aze expected, but holes may <br />penetrate deeper as long as the design guidelines set forth herein are adhered to. <br />B. Inspections <br />1. The highwall face in the active work azea shall be inspected by a certified person <br />(in accordance with 30 CFR 77.] 00) before any highwall mining is begun, and at <br />least once during each coal production shift. The inspection shall include an area <br />• on either side of the mining equivalent to the height of the highwall. The <br />inspection shall also include the webs of the unblocked holes. The results of all <br />such inspections shall be recorded in a book approved by the Secretary. <br />2. After rainfall or during any period of intermittent freezing and thawing, the face of <br />highwalls in the active work azea shall be inspected before work is resumed in the <br />area by a certified person, and the results of such inspections shall be recorded in a <br />book approved by the Secretary. <br />3. The spoil face adjacent to the mining area shall be inspected before highwall <br />mining commences, and at ]east once during each coal production shift. <br />4. A preshift inspection of the highwall crest in the active work area shall be <br />completed. The crest area will be inspected a minimum distance back from the <br />highwall that is equal to the height of the highwall. <br />C. Precautionary Practice <br />] . If stability of the highwall is determined to be in doubt, all personnel will be <br />removed from the immediate area. Mine management will then make a <br />determination whether to permanently barricade the area and move the highwall <br />miner to another location, or to rehabilitate the highwa]] so that highwall mining <br />can continue. <br />• 2. Only individuals necessary to correct unsafe conditions will work near or under <br />suspect highwalls or spoil banks. <br />
