It may be appropriate [o pave the internal <br />access to the office building ns well, if water trucks cannot keep this road damp enough to prevent dust <br />problems. It would be wise m install a wheel washing facility at [he beginning of the paved section. <br />• Reclamation standards, and a reclamation phasing and re-vegetation plan should be developed, <br />reviewed and approved prior to granting any approval. <br />• Any water rights associated +vith the property should stay with the property, and not be sold or <br />transferred. Irrigation ditches efTected by mining should be restored as reclamation occur, so that <br />vegemtion will have a water source. <br />• An annual review and inspecuun program should be set up, and input from the Towns of Gypsum and <br />Eagle should be sought during these reviews regarding the performance of the operator. <br />One last point. The Town's Masicr Plan calls for the development of a bike path along High+vay 6 <br />bebveen Gypsum and Eagle. This is also a goal of the Eagle County Transit Authority as well The Transit <br />Authority's Open Space and Trads Committee is emtducting an informal feasihility study of the Highway <br />corridor+eith the intent of planning and constructing a bike path along the highway bet+veen the two towns <br />in the near future. Currently, H ighway 6 is extremeh~ unsafe for bicycle or pedestrian travel due [o narrow <br />or non-existent shoulders and heavy traffic during peak times. During [he summer months a high <br />percentage of the traffic is composed of trucks hauling gravel from the pits along [he highway. <br />The section of highway adjacent to the Schmidt Ranch Company, for the entry to the National Guard <br />headquarters to the east side of the proposed gravel pit, is severely constricted and unsafe for bicycle <br />traffic. With the additional trucl: traffic generated by the pit this will go from bad to +vorse. We feel that <br />the applicam should address this important safety issue in the context of the special use permit application. <br />Again thank you for the opportunity to comment on this important land use proposal.
