As Ne discussed on the phone we feel that the SCS's use of <br />100% additional amount of seed for broadcast seeding is a generic <br />and general rule of thumb that really is all right it nothing else <br />is available. However, in this ease our soils and revegetaticn <br />people feel that en added 751K of the original seed amount would be <br />quite enough for the desired results. Since the operator has the <br />entire responsibility for reclamation we would prefer to stay with <br />our figures. <br />2. There are a number of good reasons for the use of straw <br />mulch. Hone of them are included in "we are going to mulch <br />because that is the way we have always done it" or "you should <br />mulch because chat is the way the highway department does it". We <br />believe that mulch can be helpful but we also believe it can be <br />miserably unsuccessful too. As we stated in our revision we <br />believe Yellow Sweetclover and Russian Wildrye will provide the <br />shading a mulch would provide. Unlike the high country you <br />mentioned we really do expect these species to die out after three <br />or four years, especially on the Greet American Desert of eastern <br />Colorado. Success of revegetation is the responsibility of the <br />operator but we certainly do appreciate your concern. <br />3. We saw no reason to revise these dates. The SCS <br />originally said seeding should take place in March and/or April. <br />This, of course, can always be wrong too but there is ne~ way that <br />any of us enn select exactly the right date. <br />E.
