• n ~ •
Mr. R.ay P. Bingham -2- September 30, 1982
2. Are any new areas (not part of the gravel bars or the existing
I processing area) to be disturbed? If any new areas within the permit
area are disturbed, they should first have the topsoil stripped, stock-
piled and planted with a perennial grass cover crop for stabilization
purposes. If no new areas are to be disturbed, please verify this now.
3. Where is the pile of coal gob within the permit area? If you do
. disturb this material, the river should be protected from it.
F.rhi bit n
1. Wildlife - It is vital in this operation that the recomunendations
made by the Division of Wildlife be adopted. Specifically, the riparian
habitat should be undisturbed to the extent possible and equipment should
'~~ not push gravel entirely across the river. This seems fairly clear from
your plans, but please verify this once again.
Glrhihit F.
1. If the pile of coal gob is used by you as product, how long will
it take to remove it? Zf not, when will the miming company remove it?
In either case, as I understand it, the pile will be removed in final
reclamation. Please clarify this matter.
2. As long as the existing processing area is the only disturbance
outside of the gravel bars, it would appear that levelling and grading
is the only potential reclamation needed. However, if the undisturbed
parts of the permit area are affected by this operation, activities
such as topsoiliny and planting would also be needed. Please be advised
that, if this occurs in future, a technical revision or amendment to the
permit would be needed to add plans for these activities and a seed mix
for the area. The arrn~unt of the financial warranty would also require
adjustment, in this situation.
Exhibit H
As I understand it, about 5 acres of the total permit area will be
disturbed. In a worst case situation, all 5 acres could require some
grading work. At a conservative figure of $200.00 per acre for regrading,
a financial warranty figure of $1,000.00 seems a bit more reasonable.
I am quite willing to listen to your objections (if any) to this figure,
but at this point I would plan to recommend $1,000.00 to our Board.
