EXHIBIT B <br />Site Descriation <br />The site is located on Dugout Creek, normally a dry creek except in time of heavy run <br />off, at an elevation of approx 5267 feet. There is a high creek bank located on the east <br />side of the area which does continue azound toward the south. The creek runs from the <br />west to the east and is a part of the South Fork of the Arikazce River. The banks of <br />Dugout Creek on the West are at a slope of 2:1 or less, with the high bank being at a <br />slope of 3:1 or greater, with small rills from natural run off from the plateau located <br />above the creek. There is also a natural drainage area located in the northwest corner of <br />the section, but out of the pit area except where the haul road will enter the property and <br />does drain directly into Dugout Creek, and will have a culvert placed in order to avoid <br />run off. <br />Vegetation in the area is mostly the normal prairie grasses of blue gramma, buffalo grass <br />with some yucca and cactus mixed in and the azea has been well grazed over the years. <br />Soli in this area according to the soil survey is a Weld silt loam The surface layer is <br />grayish brown, neutral, silt loam approx 6 inches thick. The subsoil is about 15 inches <br />thick is a grayish brown mildly alkaline clay loam in the upper 12 inches. Below that lays <br />usable sand and gravel to a deep of over 10 feet. <br />There are no man made structures within 200 feet of the area, nor will any be built or <br />installed by Lincoln County during the life of the operation. <br />There aze no wildlife species that aze endangered or will be impacted, as well as the <br />habitat will not be impacted as the operation will be used less than 180 days per year. <br />EXHIBIT C <br />Mining Plan <br />This operation will commence in the summer of 2006 as soon as all permits have been <br />approved and with the amount of material available will last for at least 20 years. The <br />operation will be active but used less than 180 days per yeaz, with most of the active <br />mining taking place in the spring and summer with stockpiling for use during the winter <br />months. Material removed will be use for road maintenance in Lincoln County, no water <br />will be used nor will ground water be contacted. The use of chemicals or explosives will <br />not be used in the operation or will any crushing or on site processing take place. <br />This operation will start offas an in-stream bed operation to remove the small amount of <br />useable gravel from the creek- bed, to a depth of 4 to 6 feet by use of any end-loader with <br />material scooped up and placed on the bank for loading onto trucks.
