Cattany
Buena Vista, CO 8121 I Division Director
Natural Resource Trustee
RE: ACA Products Inc., Application No. M-2005-051
River Park Recreation Access; Adequacy Review #2
Dear Ms. Hutchison,
The Division received your adequacy responses for the River Pazk Recreation Access New 110
Application, Permit Number M-2005-051. The Division has a few remaining questions that need
to be addressed prior to approval of the permit.
The Division requested additional information on the dimensions of the new road to be
constructed on site including construction methods, and the drainage/runoff conveyance
structures proposed. The applicant stated that the new private access road will conform to
the general driveway construction standards set by Chaffee County. Please provide those
specifications to the Division so that it can be incorporated into the reclamation plan. In
addition, please provide dimensions that will provide drainage for the stormwater runoff.
2. Please further clarify if the postmining land use for the site is the grazing of livestock
(pastureland) as noted in the application or private recreation use for the landowner. As
previously stated, the reclamation plan states that the post mining land use for the site is
occasional grazing of livestock. If the applicant proposes a roadway and parking area for the
landowner, then the postmining land use should be changed to "recreation" and page 3 of the
application will need to be changed.
3. Please describe in further detail the dimensions of the detention ponds (area, depth and side
slopes) and that they will meet the requirements of Rule 3.1.5(7).
4. The applicant states that the reclamation plan map depicts disturbance within 20 feet of the
Arkansas for fill purposes and river access in the future and that no mining will occur within
30 feet of the river. In addition, the applicant states that grading and fill material placement
will be the only disturbance for future boating access that will be permitted with the Corps of
Engineers.
The affected area of a mine site includes areas to be mined and reclaimed. Please be aware
that all disturbances whether for mining or reclamation must be within the permit boundaries.
If boating access is planned in the future that falls outside of the permit azea, it may need to
be incorporated into the permit at a later date in the form of a revision to the permit.
Office of Office of Colorado
Mined Land RErlama[ion Active and Inactive Mines Geological Survey
