Use for mining and after reclamation for developed water <br />resource and pastureland conforms with both immediate land use and land use in the general area (5 miles up and <br />down stream). <br />COMPLIANCE WITH RECLAMATION STANDARDS (6.4.5.(2)c.) <br />In demonstration of compliance with state standards (Rule 3.1), the following information is provided. Please referto <br />maps in Exhibit F. There is no reason to believe that toxic oracid-forming, or toxic producing materials are found on <br />site. Thereforo no special action is necessary to prevent leaching, protect the drainage system, or prevent <br />unauthorized release of pollutants to surface water or groundwater, beyond that necessary for erosion control. <br />Grading (3.1.5(1)) and Backfilling (3.1.5(2)) <br />Mining faces will be a vertical slope; with topsoil stockpiles placed above the face. Excess fines will also be <br />stored in stockpiles; primarily above the mining face but also on the final floor of the pit, where they will form the <br />base for ridges dividing the three ponds. Fines stored on top of the face will be cut, together with the face, to <br />1V:3H to 4H resulting in a slope approximately 20 ieet high and 60 to 80 feet wide. Excess material will be <br />moved to adjacent faces and graded to create similar slopes. See cross-sections in Exhibit E-1. Backfill (with <br />compaction) and grading will be done to provide an irregular but stable shoreline for the ponds (to avoid the <br />appearance of lagoons, as requested by neighbors). <br />Grading to control erosion, siltation and prevent damage (3.1.5(3)) <br />Grading will be done so that erosion and sediment is conVolled on affected lands and so that there is no <br />damage to areas outside the effected land. All highwalls (mining faces) will be eliminated, and final slopes will <br />be below the angle of repose to prevent potential slides or other damage on affected lands or outside the permit <br />boundary. The reclamation grading is designed so that there is no change in baseline flood elevations on-site or <br />downstream. <br />Performance as soon as feasible (3.1.5(4)) <br />Some areas, such as those involved in the replacemenUimprovement of the Line Camp access road and the <br />field drainage (performed prior to mining), will be reclaimed immediately. However, for most of the affected area, <br />the time between initial disturbance and final reclamation will vary from five years to one year. Because of the <br />size and the post-reclamation use as a developed water resource and the need to dewater when mining the <br />lower level, it is not possible to reclaim significant portions of the site until almost all mining is done. Backfilling, <br />grading, and placement of topsail should be accomplished within one year of completion of extraction of <br />construction materials, with seeding to follow as soon as possible based on recommendations (See Exhibit J). <br />Refuse and acid-forming or toxic producing materials (3.1.5(5)) <br />See introductory paragraph. Prior to reclamation, stockpiles of fines will either be placed in berths and seeded, <br />or contained within berths to prevent unsightliness. See Detail Cross-Section E-2b. <br />Holes, etc. (3.1.5(li)) <br />There are no drill holes, auger holes, adits or shafts to reclaim. <br />Maximum slopes (3.1.5(7)) <br />Slopes as proposed are compatible with surrounding conditions and land use. See Table E-1. No swimming is <br />anticipated as part of future use. If residual berms are left as permanent features (see below) they shall have <br />slopes of 1V:3H or less. <br />Use of farm equipment (3.1.5(8)) <br />As pastureland, no use is anticipated, but slopes are compatible with such use in the area. <br />Notice of other backfill (3.1.5(9)) <br />The Applicant will comply with this requirement to notify the Division if other backfill is used. <br />Four States Aggregates, LLC 15 MAR 2001 <br />Application for Permit: Line Camp Pit M-2001-001 FSA-LCP-D2-001 <br />
