Revision q3- Page 10 of 30 <br />3.1.5 Reclamation Measures- Material Handling <br />(I.) Reclamation grading for this project will be performed in accordance with the <br />Exhibit F drawings included with this application. The reclamation plans will <br />restore the site to essentially apre-mining topographic condition, and planted <br />with Jose Tall Wheatgrass, Alkali Sacaton, Western Wheatgrass, and Galleta. <br />(2.) Backfilling will be accomplished using existing site overburden, and imported <br />inert fill materials. Backfill areas will be compacted to minimize settlement. <br />No hazardous fill material will be used at the site. <br />(3.) Runoff generated within the project site will not be permitted to be released <br />offsite. All grading will be such that all work areas will drain towards the <br />retention pond located at near the west property boundary. All mined areas <br />will be backfilled and compacted to the grades specified in the reclamation <br />plan map. <br />(4.) The permit area will be progressively mined and backfilled. The overburden <br />material removed as mining progresses across the site will be used as backfill <br />material, in addition to imported inert fill, behind the active sand and gravel <br />mine highwall area. The excavation pit area is limited to no more than 3 acres <br />at any one time. Deep tilling, topsoil placement, mulching, seeding, and <br />fertilizing work will commence when all sand and gravel has been mined from <br />the site. Mining for the sand and gravel is expected to require 10 years to <br />complete. Once all sand and gravel material stockpiles are depleted, the 32.5 <br />acre site will then be deep tilling, mulched, seeded and fertilized which will <br />require a minimum of three months to complete. <br />(5.) No refuge, acid forming, or toxic producing materials are expected to be <br />encountered during this operation. If these materials are exposed, they will <br />be addressed in accordance with the State of Colorado requirements <br />(6.) All drill and auger holes that are part of the permit area will be removed during <br />the sand and gravel mining process. <br />(7.) The site will be backfilled [o essentially the pre mining condition. There are no <br />lakes or ponds on the site, except for the stormwater retention pond <br />constructed at the west property line. The retention pond must remain to <br />address site stormwater runoff. <br />(8.) No agriculture or horticulture use is expected at the site. <br />(9.) Imported backfill material will be required for this project. The Ciry of Grand <br />Junction has also placed requvements similar to the State of Colorado's <br />"inert" fill material requirements specified by the State. The Operator will <br />provide the State the notification required by this section, and use inert fill <br />material. <br />(10.) All surface drainage within the project site will be graded such that it will <br />drain towards the retention pond constructed along the west property line. <br />(1 I.) No unauthorized releases of pollutants to groundwater are expected from this <br />project. <br />3.1.6. Water <br />(1) The groundwater, which will be pumped out for the sand and gravel mining <br />operations, is poor quality. The operator has received approval from the State of <br />Colorado for the pond area. A water augmentation plan is not required for this site. <br />The applicant will also be required to monitor groundwater discharged from the site <br />in accordance with the State of Colorado Discharge requirements. Settlement ponds <br />constructed as part of the mining operation will be removed during site reclamation <br />work. <br />(2) A settlement pond will be constructed as part of the mining dewatering process and <br />will be located near the northwest corner of the project site.
