PARTI
Page No. 9
Permit No.: CO-0038776
B. MONITORING REQUIREMENTS (continued)
f. Oil and Grease Monitorine
For every outfall with oil and grease monitoring, in the event an oil sheen or floating oil is observed, a grab sample shall be
collected, analyzed, and reported on the appropriate DMR In addition, conective action shall be taken immedtately to mitigate
the dischazge of otl and grease. A descnpnon of the conective action taken should be included with the DMR.
2. Saliniri Pazameters
In order to obtain an indication of the quantity of Salinity, measured as total dissolved solids (TDS), being dischazged from the site
the permittee shall monitor the wastewater effluent at the following frequencies:
1 1 1 arter ra
Self-monitoringg samples taken in compliance with the monitoring requirements specified above shall be taken at those locations
listed in Part LB.1.
Where, based on a minimum of 5 samples, the pemuttee demonstrates to the satisfaction of the Division that the level of total
dissolved solids (TDS) in the effluent can be calculated based upon the level of electrical conducrivity, the pemnttee may measure
and report TDS in temps of electrical conductivity.
C. DEFIlVITIONS OF TERMS
1. "Acute Toxicity" means there shall be no acute toxicity in the effluent from the applicable dischazge point. The acute toxicity
limitation is exceeded if 1) a statistically significant difference m mortality (at the 95% confidence level) is observed for either-
species between the control and any dilution less that or equal to the identified IWC or 2) a species mortality in any dilution of
effluent (including 100% effluent) exceeds 50%.
2. "Chronic lethality" occurs when a statistically si ficant difference, ai the 95% confidence level, occurs in the duonic test between
the mortality of the test species in 100% effluent~e chronic IWC = 100%) and the control.
3. "Co osite" sample is a minunum of four (4) gab samples collected at equally spaced two {2) hour intervals and proportioned
according to flow.
4. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures provides
measurements.
S. "Daily Maximum limitation" means the limitation for this pazameter shall be applied as an instantaneous maximum (or, for ppH or
DO instantaneous minimum) value. T11e instantaneous value is defined as the analytical result of an individpal sample. llMlts
shall include the maximum (and/or minimum) of all instantaneous values within the calendaz month. Any instantaneous value
beyond the noted daily maximum limitation for the indicated parameter shall be considered a violation of this permit.
6. "Dissolved (D) metals fraction" is defined in the Basic Standazds and Metfiodolo 'es for Surface Water 1002-31, as that portion of a
water and suspended sediment sample which passe oug a or micron me tone filter. Detemnnahons of
dissolved" constituents are made using the filtrate. This may include some very sma 1(colloidal) suspended particles which passed
through the membrane filter as well as the amount of substance present in tine chemical solution.
7. "Grab" sample, is a single "dip and take" sample so as to be representative of the pazameter being monitored.
8. "In-situ" measurement is defined as a single reading, observation or measurement Taken in the field at the point of dischazge.
9. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring facilities.
10. "Potentially dissolved (PD) metals fraction" is defined in the Basic Standazds and Methodolo ~es for Surface Water 1002-31, as that
portion of a constituent measured from the filtrate of a water an suspen a se ent same e t was st treate with nitric acid to
a pH of 2 or less and let stand for 8 to 96 hours prior to sample filtration using a 0.40 or D 45-LIM (micron) membrane filter. Note
the "potentially dissolved" method cannot be used where nitric acid will interfere with the analytical procedure used for the
constituent measured.
11. "Quarterlyp measurement frequency" means samples maybe collected at any tune during the calendar quarter if a continual discharge
occurs. If ilre dischazge is intemuttent, then samples shall be collected during the period that dischazge occurs.
12. "Recorder" requires the continuous operation of a chart and/or totalizer (or drinking water rotor meters or pump hour meters where
previously approved.}
13. "Seven (7) day average" means, with the exception of fecal coliform bacteria, the arithmetic mean of all samples collected in a seven
(7) consecutive day period. For fecal coliform bacteria, it is the geometric mean of all samples taken in a seven (7) consecutive day
period. Such seven (7) day averages shall be calculated for all calendaz weeks, which aze defined as beginnmg.on Sunday and
endm on Saturday. If the calendaz week overlaps two months (i.e. the Sunday is in one month and the Saturday m the following
month, the seven (7) day average calculated for that calendaz week shall be associated with the month that contains the Saturday.
Samples may not be used for more than one (1) reporting period. (Not applicable to fecal coliform determinations.)
14. "Thirty (30) day average" means, exceppt for fecal coliform bacteria, the arithmetic mean of all samples collected during a thirty (30)
consecutive-day period For fecal coIifonn bacteria, it is the geometric mean of all samples collected in a thtrfy (30} day period 1 e
permittee shall report the appropriate mean of all self-monitoring sample data collected during the calendaz month on the Drschazge
Monitoring Reports. Samples shall not be used for more than one (1) reporting period.
Revised 6/192006
