Willits Company, inc., understands that this is a commitment <br />that would require enforcement actions if not adhered to or <br />revised in the future. <br />2. This is correct. There is no topsoil in the pre permit <br />disturbed area. <br />3. Since reclamation will be concurrent with mining and the plan <br />calls for placing excess overburden and topsoil on area reclaimed <br />as mining progresses the volumes represent the maximum amounts of <br />the material we expect to have on site. Topsoil, 13,500 cy; <br />overburden, 10,000 cy; and inert recyclable materials, 40,000 cy. <br />4. Ninety-Eight percent (98$)of the inert material will be <br />recycled leaving little waste. When a load of recycle material is <br />delivered it is sorted and screened for content. Any wood or <br />steel is removed and the concrete, asphalt and dirt are segregated <br />for crushing and screening. The wood it taken to a dump and the <br />steel is sold for scrap. There are times when very large pieces <br />of rebar filled concrete that can not be recycled will come in <br />with loads of usable material. In other operations Willits has, <br />this amounts to approximately 100 yards every two years. These <br />large pieces will be placed in the slopes by excavating an area <br />and backfilling around them with pit run material. Establishing a <br />
