Valco T Pit <br />Las Animas County <br />Valco Inc. <br />Exhibit D <br />• Mining Plan <br />The Process Area, north of the Pit Area, has been mined many years ago and <br />now exists as a relatively flat surface at the 6000' contour. Processing operations <br />with material stockpiles will be maintained in this area. <br />Mining is proposed to be conducted in a single phase. Mining will begin at north <br />end and proceed south to completion of extraction. The Pit Area will be mined by <br />removing the top of the plateau down to approximately the 6020' contour leaving <br />a berm along the western boundary of the Pit Area connecting with a berm across <br />the southern boundary of the Pit Area. <br />The deposit ranges from 10' to 30" in depth capped with 0" to 10" of overburden <br />and topsoil. Projected business demand suggests that approximately 1'/x acres <br />per year will be mined. Topsoil and overburden will be removed in increments <br />large enough to allow for 2 to 3 years mining. The topsoil and overburden will be <br />segregated and preserved for reclamation. Overburden will be used in <br />conjunction with the rejected fine material from the crushing and screening <br />operation to shape the berms to at least a 2 tot slope, approximating the natural <br />western slope of the Pit Area. At the conclusion of mining, remaining rejected <br />fines and excess overburden, if any, will spread evenly over the surface of the Pit <br />Area as an underlayment to the topsoil which will then be spread in an even layer <br />• over the entire disturbed area, which will then be be revegetated. <br />Aggregate will be extracted from the Pit Area by wheel loader, excavator, or <br />similar equipment and transported for processing, in the Process Area. In this <br />area, the material will be crushed, screened, and stockpiled. The screening will <br />be dry or possibly wet utilizing a closed circuit sealed system and hauled water <br />from Trinidad. Rejected fines will be stockpiled for use in reclamation. <br />Silt fences of 24" or greater will maintained around the Pit Area and Process <br />Area on the east side according to the Stormwater Discharge Plan which will <br />contain any accumulation of Stormwater on the top of this plateau, forcing <br />percolation and filtering of silt. <br />Haul will utilize an existing ranch road so no roads will be built. The Fugitive Dust <br />control plan calls for inert chemicals, possibly magnesium chloride, to be applied <br />to this road as required to suppress dust from the hauling process. <br />No dewatering is projected so no NPDES permit is required. The pit does not <br />affect wetlands so no 404 Corps of Engineers Permit is required. <br />The proposed timetable is based on the best estimate of business projections at <br />this time. Increased or decreased demand could result in a substantial change to <br />• this timetable. <br />
