Ms. Erica Crosby, Division of Minerals and Geology <br />March 31, 2005 <br />Page 3 <br />Rule 6.4.4 Exhibit D-Mining Plan <br />Please inform the Division as to the pit depth in phases 1, 2 and 3. The bore logs provided <br />in Exhibit S appear to range from 25 feet to 50 feet in gravel reserve. <br />The average pit depth in Phases 1, 2 and 3 is 37 feet and has been noted on the mining plan. <br />8. The applicant states that aggregate material will be processed at the existing Baseline <br />Resource site, permit no. M•1997.058. Please be aware that the Baseline permit will need to <br />be revised to incorporate material hauled in from the Parker•Dersham site, include the <br />location of conveyors that cross over the pit boundaries, and address the additional mine <br />dewatering and stormwater runoff. <br />Hall-Irwin will submit a Technical Revision to permit M-1997-058 to incorporate material hauled in <br />from the Parker-Dersham site, including the location of conveyors and additional mine dewatering <br />and stormwater runoff. <br />9. Hall•Irwin proposes to install a conveyor structure from the Parker•Dersham Pit to the <br />Baseline Resources Pit. Please provide additional information regarding the conveyor <br />structure (i.e. composition, length, width, height, foundations, etc.) and a specific plan for <br />reclamation of the conveyor structure. In addition, please provide documentation for the <br />legal right to enter the easement associated with the conveyor structure proposed into the <br />Baseline Pit. <br />The conveyors will be composed of steel with rubber belts, will be approximately 48" wide and 48" <br />high and will not be on foundations. The approximate location and length of the conveyors is <br />shown on the Mining Plan Map. The conveyors will be removed and the sites will be reclaimed <br />consistent with the reclamation plan maps (Phases 1 and 2 will be scarified, 10" of topsoil will be <br />replaced and they will be reseeded, Phase 3 will be developed as a water storage reservoir). We <br />have attached a notarized letter from HIBE granting Hall-Irwin Corporation the legal right to enter <br />the HIBE property. <br />Please note that the conveyors will be assets owned by the Hall-Irwin Corporation. If Hall-Irwin <br />Corporation was to cease operations and the Division was forced to reclaim the site, Hall-Irwin <br />would remove the conveyors. Even if the operator did not take the conveyor, it would have a <br />market value that would more than offset the cost to remove it. <br />10. The applicant states that initial disturbance of the property will involve clearing the site of <br />existing structures (wl exception of the structures to remain). Please state the structures <br />that will be removed and structures that will remain on site to facilitate the mining <br />operation. <br />All structures within the mining boundary may be removed and has been noted on the mining plan. <br />11. Hall•Irwin proposes to ultimately mine through and replace the existing ditch on the Parker <br />Property (phase 1 and 2) during non•irrigation months and replace the ditch if required by <br />its users. Please state the owners/easement holders of the ditch located on the Parker <br />property. In addition, if Hall-Irwin intends to mine through and relocate the ditch they will <br />need to submit a notarized agreement between the operator and the owner(s)/easement <br />
