..
Mr. Lee Tucker
January 28, 1980
Page -2-
2. The pre-mining map does not contain an outline of the affected
area nor any informaY.ion concerning the vegetation, of the area, as
required by Rule 2.12(3)(e).
3. The mining plan should also clearly indicate the outline of the
affected land.
Exhibit D - Plinin Plan:
1. Please estimate the total volume of topsoil and overburden to
be stripped and stockpiled for later replacement for reclamation.
Please clarify exhibit E, and clearly indicate whether or not you
plan to salvage all of the available topsoil.
2,. The estimated thickness of topsoil and overburden (0 to 18")
appears to be incorrect unless the distribution is very erratic.
The average depth of overburden as .determined from the test pit
results is 2.87 feet.
3. What are the dimensions of the diversion dam, sediment pond
dam and diversion ditch? Where will the materials be obtained
for the construction of the dams? If the dam is large enough, it
will require approval by the State Engineer's office, in accordance
with 37-87-105 C,R.S.
4. The table indicating disturbance categories of the affected
acreage indicates that no area will have "major disturbances."
This is not in accordance with MLR rule (2:12(4)(d)(1) which
defines "major disturbance" as: "that area of a mining operation
which includes excavations, overburden spoils, and topsoil stock-
piles."
Exhibit E - Reclamation Plan
1, Please specify the maximum slopes to be left on the site. A
slope can be no steeper than 2:1 fora dry pit. (See Rule 6.l(f)).
2. Approximately how many inches of topsoil and overburden will
be replaced during reclamation?
3. Depending on the design, the perimeter of the settling pond may
need to be seeded and mulched to stabilize the slopes and minimize
erosion problems,
4. We recommend that areas which have been compacted, such as haul
roads, plant sites and scale sites, etc., should be ripped to a depth
of 6 to 8" before preparing the seed bed and seeding.
5. We recommend that after replacing topsoil on the slopes, the areas
should be disced to form and bond between the topsoil and the pit
material.
6. 41e recommend that broad cast seeding should only be done where it
is not possible to use a seed drill.
