1 <br />Manaoer of Government Affairs and Principal Scientist <br />Normandeau Associates, Inc., Bedford, New Hampshire <br />(Subsidiary of Thermo Electron Corporation, Waltham, <br />Massachusetts). 1983-1990 <br />Managed development of business for federal contracts program and <br />energy market resulting in 80 percent awards rate for proposals <br />to EPA, DOT, COE, and private clients. <br />Contract manager for U.S. EPA, Office of Wetlands Protection and <br />Office of Federal Activities technical support contracts; over <br />forty work assignments and thirty subcontractor firms managed for <br />EPA Headquarters and regional offices. <br />Project manager for three national symposia on wetlands and <br />stream corridor management. <br />Provided logistics and was project manager for six national <br />State/EPA regulatory guideline workshops. <br />Directed re-design and evaluation of a municipal wastewater <br />treatment facility for EPA Region 8 Construction Grants program; <br />saved over $12 million using innovative technologies, including <br />160 acres of constructed wetlands. <br />Risk assessment and alternatives planning document developed for <br />town opposing existing powerline right-of-way maintenance program <br />because of excessive use of pesticides. <br />Expert testimony for an adulterated foods (FDA) case involving <br />petroleum hydrocarbon contaminated fish and a §404(c) wetlands <br />enforcement case. <br />Project manager for a multimedia program to educate public about <br />wetland functions, values, regulations and enforcement options <br />for protecting wetlands. <br />Directed 17 technical evaluations for EPA and COE regional <br />offices on Clean Water Act enforcement cases, wetlands, and <br />contamination sites (e.g., New Bedford Harbor, Hudson River <br />projects). <br />Directed technical evaluations on licensing three solid waste <br />landfill sites, and 12 cogeneration and hydroelectric facilities <br />for municipalities and private clients. <br />Project manager for Contaminated Dredged Materials Handbook <br />prepared for EPA Region 5. <br />Prepared risk assessments and audits on contaminants at <br />facilities for pulp and paper, chemical, and energy facilities. <br />3 <br />
