-4- <br />16. Please address flood control inlet and outlet structures or side <br />channel spillways for the Phase I pit. These structures are necessary <br />to efficiently route flood waters and reduce the potential fora breach <br />in the east side of the pit. Engineered designs and cross sections <br />should be provided. These structures should be designed to safely pass <br />the flow of a 25-year flood. <br />As an alternative, please commit to constructing a permanent berm <br />between the South Platte River and the Phase I pit that will prevent <br />the 25-year flood event from entering the pit. Berm designs and <br />cross-sections should be submitted, and Maps C and F amended to reflect <br />its location. <br />17. Please provide representative mining and reclamation cross sections for <br />each pit. Please include elevations of the 25-year and 100-year flood <br />events with respect to the west bank of the South Platte, and the <br />protective berm if you elect to construct it. <br />18. Please commit to a topsoil replacement depth of at least 12 inches, as <br />recommended by Max Moler, President of the West Adams Soil Conservation <br />District Board of Supervisors (copy enclosed). It is apparent that <br />this will be achievable as the majority of the site will be reclaimed <br />to water surfaces and a surplus of topsoil will exist. <br />19. The West Adams Soii Conservation District has recommended that <br />livestock not be allowed on the slope banks to prevent bank erosion <br />(copy of letter enclosed). The SCD has recommended that all lakes be <br />fenced above the cut slope area, and that at least one watering ramp, <br />50 to l0U feet wide with a gradient of 4H:1Y, be installed in each <br />lake. The SCD has also given criteria for fencing the watering ramps <br />to restrict cattle from getting into the lake or onto the lake side <br />slopes. Please commit these recommendations and provide the cost for <br />the fencing and ramp construction, <br />20. Please commit to testing respread topsoil for fertilizer requirements. <br />This is preferable to stating that four lbs/acre nitrogen and forty <br />lbs/acre phosphorus will be used. Please commit to utilizing whatever <br />requirements fertilizer testing indicates. <br />21. Please commit to a 2-to-1 replacement of all trees removed by mining. <br />Please be more descriptive in your planning of your tree and shrub <br />clusters. for instance, please state the amount and spacing of trees <br />and shrubs that will exist per cluster, and the number of clusters that <br />will be established.
