Based on the application and initial permit approval fugitive dust and any
other particulate matter passing into the air, will be mitigated as follows:
• All roads will be sprinkled with water during the hours of operation.
• All areas where the vegetal material has been removed to facilitate the
operations, will be sprinkled with water during periods when vehicles are
passing through and/or the areas will be seeded to grasses, or they may be hard
surfaced.
• All coal waste will be handled according to the Section 4.10, Coal Processing
Waste, and placed back in the pit as part of the backfill material. Also, the coal
fines will be temporarily placed in a pit which will also provide protection from
the wind.
• The coal processing equipment will be of mobile and modular construction,
which is enclosed, except where the coal conveyors enter and exit the
structures. The conveyors will also be covered and/or wetted to prevent the
occurrence of fugitive dust.
2.05.6(21 Fish and Wildlife Plan
The post mining land use of the permit area is industrial and commercial, residential,
and recreation. Through the reclamation and revegetation plan OEI intends to provide
a buffer between the more active and passive land uses which accommodates wildlife.
This will be achieved through backfilling and grading to establish topographic buffers,
plantings, and revegetation.
Disturbance of wildlife will occur during the mining/reclamation activities. However,
the disturbance will be mitigated to the extent possible by minimizing the removal of
existing vegetation. All fences, roads, powerlines, facilities and structures required to
carry on the mining/reclamation operations will be designed and constructed to prevent
•
Technical Revision 08 (v 1.3) 5-31 Revised 9/1997
