EXHIBIT D
Reclamation Plan
6.3.4. Final grading will be such that the topography is appropriate to the reclaimed
use of the property, i.e., as rangeland. Slopes will be graded to 3h to lv from to bottom.
The floor of the mine will have a gentle slope to the southwest so it is consistent with
existing grades.
Seeding will occur after October 15th and before April 15th, or after the first freeze
and before the first frost. Seeds will be drilled to insure maximum germination and most
rapid cover establishment. The seeding mix and species of grasses for the area aze shown in
Exhibit B of this report. This is a seed mixture made up of native grasses found on the site
that has been used successfully on other county gravel mines. We will obtain the seed from
a supplier in the azea so the mix is adapted to local conditions. We also expect to see a
natural invasion of forbs and woody plants from surrounding azeas.
If this seed mix is not used, we will notify the Division of what mix will be planted
and give our rationale for changing the mix in the annual report following the change. Only
inaccessible areas (if any) will be broadcast seeded. If the seed is broadcast, the seed rates
will be doubled. No mulch will be used on the area. No trees or shrubs will be planted at
this time.
Reclamation will begin by replacing the salvaged topsoil on the excavated azea. We
estimate the average depth of the replaced topsoil will be 10 inches. Once recoiling begins,
the topsoil/growth medium will be removed from the stockpiles and spread over the slopes.
If fertilizer is used, it will be spread on the seedbed and disked in during seed bed
preparation and just prior to planting. Once seeded, the area will be monitored for
reclamation success. The seeded area may be fenced with a single strand of electrical wire if
cattle are placed on the surrounding range. After the second growing season, the site will be
inspected and an assessment of revegetation success will be done to determine if additional
seeding will be necessary. If the analysis shows additional work is needed, it will be done
that fall.
Weed control will be implemented prior to and during revegetation activities. This
does not mean we will attempt to kill all weeds, since some provide a natural ground cover
and shade for emerging grass. We will concentrate on controlling the noxious weeds on the
reclaimed are, following NRCS recommendations if aproblem occurs.
RECLAMATION COST ESTIMATE
The following Reclamation Cost estimate is based on the assumption that there will
be no more than 9.99 acres f disturbed at any one time. It also assumes that when it comes
time to recoil the azea, an average of 10 inches of soil would be spread over the disturbed
area. At that time, we will have to respread 13,580 cubic yazds of topsoil. No sloping will
