19. Please indicate measures to be taken to ensure the permanent access/haul road is stabilized against <br />erosion and weed infestation. <br />20. Topsoil stockpiles should not be compacted as a stabilization technique. Topsoil structure is <br />damaged with compaction, reducing chances for successful vegetation establishment when <br />replaced. Please revise the reclamation plan to indicate compaction of salvaged topsoil will be <br />minimized, and that vegetation establishment or other appropriate measures approved by DMG will <br />be utilized to stabilize these stockpiles against erosion and noxious weed infestation. <br />21. Please commit to a topsoil replacement depth of 6 inches if adequate salvageable resource is <br />available, otherwise, replacement of all available topsoil resource. <br />22. Please submit the comparison information required by Rule 6.4.5. <br />Exhibit G -Water Information <br />23. Please commit to submittal of a revision to incorporate use of the "residential use well" into the <br />permit prior to use of water from this well for mining related purposed. The revision will need to <br />address concerns about destabilization of adjacent coal mine workings due to lowering of the water <br />level inside the mine that could potentially adversely affect off-site areas and structures. <br />Exhibit J - Veoetation Information <br />24. Please provide quantitative estimates of cover and height for principal vegetative species in each <br />life form as required by Rule 6.4.10(1)(ai, relationships to soil types as required by Rule 6.4.10(1)(b), <br />and carrying capacity as required by Rule 6.4.10(1)(c). <br />Exhibit L -Reclamation Costs <br />25. Please revise the reclamation costs as required for items noted above. DMG will calculate a <br />reclamation cost estimate upon receipt of your responses. <br />26. DMG believes that a bulldozer will be required to spread any truck dumped soil in the highwall <br />backfill process and overburden and topsoil replacement tasks on the mining area. Please include <br />these tasks in the reclamation cost estimate. <br />27. Please specify if the final bench highwall will be reduced by total backfill, because no bulldozer can <br />be used on the south facing slope in acut-and-fill operation. Otherwise, it appears that an excavator <br />task may be required to pull down the highwall. Please revise the reclamation cost estimate, and <br />reclamation plan accordingly. <br />28. DMG recommends use of a D7 sized bulldozer for reclamation cost calculations, as this machine <br />does not require blade removal, support equipment, or escort vehicles for mobilization. <br />Exhibit S -Permanent Man-made Structures <br />29. The damage waiver agreements must have both signatures notarized. Please submit corrected <br />agreements. <br />Geotechnical Stability Exhibit <br />30.
