6. Please show all proposed sediment controls and sift fence installations along the proposed access <br />road, processing area, and below the highwall at the south end of the permit area. Include <br />installation details on the map. <br />7. Please show separate topsoil and overburden stockpiles including those located on mine benches. <br />Exhibit D -Mine Plan <br />8. Please commit to a topsoil stockpile configuration that has slopes no steeper than 3H:1 V if <br />adequate space is available for this configuration. <br />9. Please specify the depth to which topsoil will be salvaged or commit to salvaging and replacing ail <br />reasonably available topsoil. <br />10. Please specify the volume of overburden expected to be stockpiled for replacement. <br />11. Please submit specifications for spill containment structure construction and location for al! <br />hazardous material to be stored on site. <br />12. Please indicate the proposed number and depth of benches that will be excavated. <br />13. The application indicates that no impoundments will be created, though it also indicates storm <br />water will be retained and released within 72 hours. Please revise the mining plan and map to <br />show and detail any stormwater control structures proposed to treat and regulate stormwater <br />discharge from this site and demonstrate that any treatment facilities are adequately sized to safely <br />pass the 10 year 24 hour storm event. <br />14. Please submit a weed control plan to address all noxious weeds that may be found on site, <br />including Russian olive and tamarisk. With this site being primarily dry, the dry creek drainage and <br />any stormwater collection area will need to be the focus for Russian olive and tamarisk control. <br />Exhibit E -Reclamation Plan <br />15. The processing area will most likely have a greater depth of topsoil available for salvage and <br />replacement than the remainder of the site. Please commit to salvaging all available topsoil from <br />the process area, without adversely affecting the stability of the dry creek bed. Please increase the <br />proposed processing area topsoil replacement depth to a minimum of 6 inches or the depth <br />salvaged, whichever is the lesser. Commit to replacement of any surplus topsoil from the <br />processing area to supplement topsoil depth on the backfilled pit slopes. <br />16. The mulch application rate should be 2000 pounds per acre, rather than the 200 Ibs indicated (which <br />appears to be a typographical errorl. <br />17. To increase chances for successful revegetation and to improve the diversity of the post-mine <br />rangeland vegetation, please revise the seed mix to include a native nitrogen fixing species such as <br />birdsfoot trefoil, and shrub species such as four-wing saltbush, rubber rabbitbrush, skunkbush <br />sumac and Utah serviceberry. References to "grass seed" in the permit will need to be changed to <br />"seed mix". <br />18. Please revise seed application timing to indicate fall seeding from September 1 to October 15, and <br />Spring Seeding between March 15 and April 30. <br />
