S approval is contained in Appendix B, Q~II.RD Letters of Approval for Small <br />Area bcemptions. <br />Due to the negligible size of the drainage area and current reclaimed or <br />graveled condition, detailed surface runoff aryl epr3ima„t yield <br />calculations were not performed. <br />$OjJgl MINg Fp,N jjJ.S'PAT,TATTpN <br />On Deoelnber' 23, 1991, in conjunction with a minor revision submittal (MR^ <br />16) , EF'CI requested a Small Area E7cenption for the area to be re-disturbed <br />by the South Mine Fan Installation. This area, as shown on the South Mine <br />Fan Installation Map, (Map 30) encrntpas_~s apprr+x;mately 0.46 acres. The <br />entire disturbance area aryl surxourding lands were previously disturbed by <br />mining and other activities related to operation of the Monarch No. 4 <br />Mine. No significant reclamation of this previous disturtarxe has <br />• occurred with the exception of EFCI's recently om~plete3 installation of <br />water bars on aryl r+e>eeding of the powerline aoce,s toad. <br />Both the existing MonarrlZ No. 4 mine workings and planned extensions of <br />the Southfield workings slope to the northwest away from the surface. <br />There is I10 evidence of grt~llndWdter di.schdrge t0 the surface from the mine <br />workings anri none is anticipated. Given the absence of grourxlvrater <br />discharge frtun the minus workings, there will be no mixing of surface <br />drainage aryl mine discharge. <br />Considering the limited disturbance area, the extent of previous <br />disturbance aryl the other factors noted above, full scale sediment control <br />for the mine fan installation cannot reasonable be justified. In order to <br />m; n; m;ze contributions of suspended sediment to the nearby rhPnw,ar <br />drainage, a berm will be established below the fan on the outside edge of <br />the level pad to divert all d;~~*++~1 runoff to the adjacent sediment <br />fence. A second berm will be placed upslope from the fan installation to <br />protect the installation from upslope drainage. A contairmient ditch will <br />be constricted completely arourri the material stockpile.
