the Division shall make a determination of the presence or absence of <br />alluvial valley floors, the extent of any alluvial valley floors within <br />the study area and whether any stream in the study area may be excluded <br />from further consideration as lying within an alluvial valley floor. The <br />Division shall determine that an alluvial valley floor exists if it finds <br />that; <br />(i) Unconsolidated streamlaid deposits holding streams <br />are present; and <br />(ii) There is sufficient water to support agricultural <br />activities as evidenced by: <br />(A) The existence of flood irrigation in the area in <br />question or its historical use; <br />• (B) The capability of an area to be flood irrigated, <br />based on stream-El ow water yield, soils, water quality, topography and <br />regional practices; or <br />(C) Subirrigation on the lands in question, derived <br />from the ground water system of the valley floor. <br />RESPONSE: <br />A field investigation and technical evaluation of all drainages <br />containing streams within and adjacent to the proposed permit area <br />has been conducted in accordance with Rule 2.06.8 (3) and the OSM <br />"Alluvial Valley Floors Guidelines". The investigation consisted of <br />reconnaissance of the general area show on Map 1, Twentymile Park <br />• Hydrology, sad detailed research of the proposed permit and adjacent <br />area show on Map 4, Mine Na. 3 Hydrology.
