Oe~tler, Environmental Protection Specialist <br />RE: File No. M-2000-OIB, Adequacy Items <br />The followins items must be addressed by the applicant in order to satisfy the applicable requirements of <br />C.R.S. 34-32.5-101 e[ sue. and the Construction Materials Rules and Regulations of the Mined Land <br />Reclamation Board: <br />EXHIBIT C - Ntinin2 Plan <br />Rule 6.3.3(b) states that your topsoil depth of salvage "must be consistent with information provided in <br />Exhibit B:' You have stated that the topsoil depth is approximately 5 inches. Your Exhibit B states <br />that [he topsoil depth is about 8 inches. The Division recommends that you state the depth of topsoil <br />salvage in a range of depths such as 6-9 inches. Your reclamation revegetation will have a greater <br />chance for success if you salvage all of the available topsoil. Please commit [o salvaging all the <br />available topsoil, which is about 8 inches. <br />2. Please describe the suitable cover crop you will seed the topsoil and overburden stockpiles too. <br />Provide the specie(s) and seeding rate(s) in pounds of pure live seeds (PLS) per acre. <br />3. Rule 6.3.3([} requires [fiat you specify the dimensions of the pit excavation. You indicated in exhibit B <br />[hat you will no[ mine into Ladder Creek. Please state how far from the high water line of the creek <br />you will limit your operation and show that limit of extraction on your minins plan map Exhibit E. <br />You will need to provide a new Exhibit E Map. Show the width of the creek channel on that map. <br />4. Your description of measures to minimize disturbance to the hydrologic balance Rule 6.3.3(1) <br />addresses ground water. Describe how you will prevent disturbance, such as siltation, to the surface <br />water particularly [he water flowing in Ladder Creek during storm events. Will [he pit daylight <br />allowing Flow to the creek? How will you prevent stormwater runoff from carrying topsoil or <br />overburden material or exposed material from pit excavation to the creek? <br />EXHIBIT D -Reclamation Plan <br />Rule 6.3.4(I)(a) requires that you specify the depth of the overburden to be replaced. Your plan <br />indicates that overburden, other than topsoil will be replaced. To what depth will it be replaced'? <br />2. Rule 6.3.4(I)(c)(i) asks for the thickness of the plant growth medium to be replaced. State what depth <br />of topsoil will be replaced. Refer to adequacy item No. I Exhibit C above. <br />Your seed mixture includes 8 grass species and your seeding rate is for a fitll 10090 seeding of each <br />specie. When you prepare seeding rates for each specie of your mixture you should decide what <br />percent of a full seeding each will be. Refer to the N.C.R.S., CO-ECS-S form included in your <br />application and commit to all the information on that form or address the following paragraph. <br />The full N.R.C.S. seeding rate for each species provides about 40 seeds per square foot. Your seeding <br />rate would be 8 x 40 or 330 seeds per square foot. This is too much seed for a successful seeding. The <br />
