Long <br /> Dmnion Dueaor <br />Re: Technical Adequacy Review of New 112 Application Permit #M-99-021, Stegner Far ms Pit <br />Dear Mr. Lind, <br />This letter is being written to address technical issues in }'our 112 Application Permit #M-99-021, Stegner Farms Pit. <br />In accordance with Rules 3 and 6 of the Construction Materials Rules and Regulations, the following technical issues <br />must be addressed before the Division of Minerals and Geology (DMG) can reach a decision regarding approval of <br />your application: <br />Exhibit D: Minine Plan <br />I) On page 13 of the application, paragraph 2, the last line states: "These berms will be temporary, that is, when <br />mining is complete, the berm material will be pushed into the mine mining to establish a sloped shoreline." <br />Please clarify this statement, which appears to say that the berms will be pushed into the excavated pit. <br />2) The post-minine land-use must be slated before this application can be approved. It may be changed with an <br />~ amendment at some point in the future, if it becomes necessary to do so, but the bond can not be calculated <br />without a commitmem to a particular reclamation plan. <br />e/ <br />3) Copies o(the specifications for the slurry wall, the pond lining, the separation berm and the drainage system <br />must be submitted and approved by the Division. <br />Exhibit E: Reclamation Plan <br />'~ 4) DMG requires that the results o(su(ficient physical and chemical soil analysis (as proposed on p. 21) be <br />submitted to the Division if the Operator wishes to not be required to apply fertilizer to the site. Please commit <br />to doing so alter the tests have been done. <br />~5) How many linear feet of the pit will he left as highwalls that will require backfilling at any one time'? Please <br />specify, so we may calculate [he cost of backfilline. <br />~ 6) How many inches of topsoil will he replaced during reclamation? In Exhibit L, it is implied that this amoum will <br />be 12", but please he explicit. <br />Exhibit G: Winer Information <br />,7) No groundwater may be exposed umil after the Temporary Substitute Supply Plan currently being prepared is <br />approved by the Office of the State Engineer (OSE). Until such time as it is approved, the Operator must tither <br />commit to slaying two feel above the emundwatcr mble, or commit to backfilling the exposed area to two feet <br />above the groundwater table, and post a bond sufficient to do. <br />
