<br /> <br />EXHIBIT "E & F" <br />RECLAMATION PLAN -SPRING CREEK PASS <br />Present land use of the pit area is rangeland. Reclamation is intended to return the mined <br />land to rangeland. <br />2. Reclamation will be kept current to the extent practical. It is anticipated that no more than <br />12 acres will be used without completing permanent reclamation. As areas of the pit are <br />mined out, they will be formed back to a natural contour as described in Item 3, topsoiled <br />and seeded. Disturbed areas not mined out will be temporarily reseeded within one year <br />of disturbance if not used on a yearly basis. <br />3. A existing ridge between Highway 149 and the pit will left in place to screen view of the <br />pit from Highway 149. The shape of the excavated pit will resemble a long, narrow valley <br />or drainage, therefore blending into the surrounding terrain. The length and configuration <br />of the pit will provide a long detention time to improve the quality of any pit runoff. <br />When the pit is inactive a series of berms will be constructed to contain surface runoff'. <br />4. The maximum gradient of reclaimed cut slopes will be 3: I (horizontal and vertical). Cut <br />slopes will be 15-20 feet vertical. The pit bottom will be graded to the slope of the <br />original terrain, about 2-5% sloping toward the northeast. <br />5. Topsoil will be salvaged and replaced on reclaimed slopes to an average depth of 12", but <br />no less than 8 inches. <br />6. Temporary roads and all areas compacted by heavy equipment will be ripped on the <br />contour prior to revegetation attempts. No abrupt changes in grade, depressions, piles or <br />ridges of material above existing natural ground will be left in revegetated areas, however <br />a roughened surface helps to control sediment and aids in establishment of vegetation. <br />7.
