B4 <br />Colorado Springs, CO 80906 <br />RE: Your letter of May 26, 1999 and questions on local government notice. <br />Deaz Mr. Lockhart: <br />It is quite an anomaly that none of the objectors to the Reclamation Permit Application showed up at <br />the County Commissioner's heazing and only two other parties that nobody knew were concerned <br />showed up. I have enclosed copies of a letter dated April 14, 1999, from Bill Giordano, Planning <br />Director, regazding the heazing and notice procedures. I have also enclosed a copy of the sign format <br />sheet the county sends to applicants. This Format sheet indicates what must be said and how large the <br />sign must be. Also enclosed is a copy of the Affidavit of Publication for that hearing. Regarding the <br />latter, the county actually sends the notice to the newspaper, the newspaper publishes it, the applicant <br />pays for the publication, and provides to the commissioners the affidavit. <br />The county signs were placed at the entrance gate to the site and on the site on or before April 27, <br />1999, as required. Therefore, the sign was in place for two weeks prior to the heazing, as required by <br />the county regulations. The county planning department confirms the placement of the sign. There <br />were no problems with the notice provided, either the sign or the publication. So it is quite strange <br />that nobody saw either one. <br />Respectfully, <br />~~~i~// <br />Mark A.
