Redistribution of Topsoil. The next step in the reclamation plan will be the redistribution of topsoil or plant growth media. The topsoil, where best available, or best available plant growth media, will be redistributed by scrapers or small end dump trucks and spread with dozers or graders. Care will be taken to keep all unnecessary equipment off the redistributed topsoil. The roughened condition of the backfill material will reduce the potential of topsoil or plant growth media from slipping. Many of the disturbed areas associated with the RAG EC operation were previously disturbed by past mining operations. These operations occurred prior to implementation of today's existing reclamation regulations. As such, no topsoil was salvaged. RAG EC, in cooperation with the DMG has performed sampling programs for some of these areas [o determine the best available plant growth medium. Results of the sampling program are presented in Exhibit 41, Crverburden Analysis - SA Portal Area. In these instances, the best available plant growth media will be used to compensate for the deficiency of salvaged topsoil. ReveQetation to Appropriate Land Use. The final step in the reclamation plan will be the revegetation of the areas to their appropriate land use. Seeding and mulching will occur in the spring or fall of the year, depending on ground conditions. Mulch will be secured by crimping or tacking. Each area will be seeded with the appropriate seed mixture for its designated post-mining land use. There are three (3)post-mining land uses proposed for the RAG EC mine site; these are I) rangeland wildlife, 2) cropland, and 3) pastureland (hayland). The seed mixmre proposed for the above mentioned post-mining land uses are presented on the following tables: • • Table 64, Seed Mixture - Rangeland/Wildlife • Table 65, Seed Mixture -Cropland • Table 66, Seed Mixture -Pastureland (hayland) Reclamation Timetable The timetable for the completion of each phase of the reclamation plan for individual portals is shown on Table 67, Reclamation Timetable. Reclamation Cost The cost associated with the reclamation plans outlined in this permit submittal is detailed in Exhibit 25, Reclamation Bond. The following is a discussion of the detailed site-specific reclamation plans.
