All • <br />employees shall be instructed on current escape and evacuation plans, fire alarm signals, <br />and applicable procedures to be followed in case of fire. Plans for escape and evacuation <br />shall include the designation end proper maintenanc e of adequate means for exit from all <br />areas where persons are required to work or travel, including buildings end equipment end in <br />areas where persons normally congregate d uri n9 the w ork shift." <br />Part 77 also states, "signs warning against smoking and open flames shall be posted so they <br />can be readily s een in areas or places where fire or explosion hazards exist." Flammable <br />liquids shall be stored in accordance with the standards of the National Fire Protection <br />Association. Small quantities of flammable liquids drawn from storage shall be kept in <br />properly identif ied safety cans. Unburied flammable liquid storage tanks shall be mounted <br />securely on firm foundations. Outlet piping shell be provided with flexible connections <br />or other special fittings to prevent adverse effects from tanks settling. Fuel lines shall <br />be equipped with valves to cut off fuel at the source and shall be located and maintained <br />to minimize fire hazards. Areas surrounding flammable liquid storage tanks and electrical <br />flammable liquid storage tanks and electrical substations and transformers shall be kept <br />free from grass (dry), weeds, underbrush, and other combustible materials such as trash, • <br />rubbish, leaves, end paper for at least 25 feet in all directions. <br />"Combustible materials, grease, Lubricants, paints or flammable liquids shall not be <br />allowed to accumulate where they can create a fire hazard. <br />"Firefighting equipment shall meet the following minimum requirements: fire extinguishers <br />shall be of the appropriate type for the particular fire hazard involved; adequate in <br />number and size for the particular fire hazard involved; replaced immediately with fully <br />charged extinguishers after any discharge is made from the extinguisher; and approved by <br />the Underwriter's Laboratories, Inc., or the Factory Mutual Research Corporation, or other <br />competent testing agency acceptable to the Mining Safety and Nealth Administration. Each <br />structure presenting a fire hazard shall be provided with portable fire extinguishers <br />commensurate with the potential fire hazard at the structure in accordance with <br />recommendations of the National Fire Protection Association. <br />"Mobile equipment, including trucks, front-end loaders, bulldozers, portable welding units, <br />and augers, shall be equipped with a[ least one portable fire extinguisher.
