Len, a registered professional engineer, registry number 25750, in the state of Colorado, certify that <br />Haul Road B was relocated and reconstructed to the spe~ca[ioas presented in Twentymile Coal Company's <br />permit awnber C-82-056, except as noted below. <br />During the period of October ?7, 1995 through December 20, 1995 periodic inspections of Haul Road B were <br />made to verify that the embankment fills, subbase and road base gravels were placed and compacted to at leas[ <br />95% of the standazd or modified Proctor densities determined in accordance with ASTM D698 and ASTM <br />D1557, respectively. The embankment fdl materials were compacted to at least 95% of the staadazd Proctor <br />density and the subbase and road base gravels were compacted to at least 95% of the maximum modified <br />Proctor density. The final surface of the road was also constructed with a sown of at least 1 percent. <br />The subbase and road base gravels were placed to thickness' of 12 and 6 inches, respectively. Placement depths <br />were verified during the periodic site inspections. The attached cross-section and centerline profile depict the <br />final road alignment. The haul road was extended to the north through the existing storage area as opposed to <br />the original alignment shown on Map 24, Surface Facilities.
