When the measurement frequency indicated is quarterly, the samples shall be collected during Mazch, June, September, and Decetnber, if a continual discharge occurs. If the discharge is intemtittent, then samples shall be collected during the period that discharge occurs. 6. Salinity is measured as Total Dissolved Solids (TDS). 7. The seven (7) day average shall be detemtined by the arithmetic mean of all samples taken in a seven (7) day period. Samples may not be used for more than one (1) reporting period. 8. The thirty (30) day average shall be determirted by the arithmetic mean of all samples collected during a thirty (30)-consecutive-day period. Samples shall not be used for more than one (1) reporting period. 9. A "~~suai" observation, for oil and grease monitoring requirements, is observing the discharge to check for the presence of a visrb]e sheen or floating oil. In the event an oil sheen or floating oil is observed, a grab sample shall be collected, analyzed, and reported on the appropriate DMR or annual report In addition, corrective action shall be taken immediately to rmtigate the dischazge of oil and grease. A description of the corrective action taken should be included with the DMR or annual report. 10. "Water Quality Control Division" or "Division" means the State Water Quality Control Division as established in 25-8-101 et al. GENERAL REQUIItEMENTS 1. presentative Samoline Samples and measurements taken as required herein shall be representative oftbe volume and nature ofthe monitored discharge. All samples shall be taken at the monitoring points specified in this permit and, unless otherwise specified, before the effluent joins or is diluted by any other wastestream, body of water, or substance. Monitoring points shall not be changed without notification to and approval by the Division. 2. Analytical and Samnline Methods for Monitorine Analytical and sampling methods utilized by the dischazger shall conform to Colorado Regulations for E8lueat Limitations, Section 62.5, and to regulations published pursuant to Section 304(h) of the Clean Water Act. The analytical method selected for a parameter shall be the one that can measure the lowest detected limit for that parameter unless the permit limitation or stream standazd for those parameter not limited, is within the testing range of another approved method. 3. Records The permittee shall establish and maintain records. Those records shall include the following: a. The date, type, exact location, and time of sampling or measurements; b. The individual(s) who performed the sampling or measurements; c. The date(s) the analyses were performed; d. The individual(s) who performed the analyses; e. The analytical techniques or methods used; f. The results of such analyses; and g. Any other observations, which may result ia, an impact on the quality or quantity of the dischazge as indicated in 40 CFR 122.44 (i)(1)(iii). The permittee shall retain for a minimum of three (3) year records of all monitoring information, including all original strip chart recordings for continuous monitoring instrumentation, all calibration and maintenance records, copies of all reports required by this permit and records of all data used to corr~lete the application for coverage under this permit. This period of retention shall be extended during the course of any unresolved litigation regazding the dischazge of pollutants by the permittee or when requested by the Division or Regional Administrator of EPA.
