6. Rule 6.4.3(d) requires that the map/s show the total area to be involved in the
operation, including the area to be mined and the area of affected lands. Please
label the proposed "Permit Boundary" and if any land within the permit boundary
is to be left undisturbed, delineate the land to be affected with an "Affected Land"
boundary. If all of the land in the permit area is to be affected label the outer
boundary "PermitlAffected Land Boundazy."
Please show on the mining plan map the location of the "orderly berm of topsoil"
mentioned in Exhibit D.
Exhibit E -Reclamation Plan
8. In accordance with Rule 6.4.5(1) and Rule 3.1, provide your seeding plans,
including a seed mix appropriate for the final land use. The Division suggests
that you obtain assistance from the Bent County Soil Conservation District and
USDA Natural Resource Conservation Service. Your plans should include any
planned fertilization and mulching.
Your reclamation plan indicates that you will use natural fines to backfill mined
slopes to 3h : lv grades. Your mining plan states that there will be no overburden
other than topsoil salvaged. Will the fines be screened out of the pit run gravel
and will there be enough for the planned backfill? If not, please explain how the
3h : lv pit slopes will be constructed.
10. You have stated that seeding of stockpiles will be implemented if deemed
necessary. Please state the conditions under which you would consider seeding
the topsoil stockpiles necessary and state the seed mix that would be used to seed
the piles.
Exhibit F -Reclamation Plan Map
11. In accordance with Rule 6.4.6(a), provide on your map the expected physical
appearance of the affected land area. Show the proposed topography with contour
lines of sufficient detail to portray the direction and rate of slope. Will the north
south road be left in place, as indicated on the reclamation plan map, or will it be
mined out and replaced on the pit floor and the side slopes? Indicate the
reclamation status of the road with contour lines on the map.
