Water Quality Control Act - 27 <br />Title 25, Article 8 <br /> <br />• <br /> <br />(c) That the municipality will crnrnence operation of the sewage treatment <br />works on crnpletion of the project and not discontinue operation or dispose of <br />the sewage treatment corks without the prior approval of the cmmission; <br />works; <br />(d) That the municipality shall operate and maintain the sewage treatment <br />(e) That the municipality shall apply for and make reasonable effort to <br />secure federal assistance for the project; <br />(f) 'That the municipality shall provide for the payment of its share of <br />the cost of the project. <br />(3) Municipalities shall be eligible pursuant to this article for grants <br />for construction mmnenced on or after July 1, 1973. 'Ibis section shall not impair <br />or affect grants awarded pursuant to sections 66-28-22 to 66-28-27, C.R.S. 1963, <br />prior to July 1, 1973. <br />(4) In connection with each contract concerning an eligible project, the <br />commission shall keep adequate records of the arrount of the payment by the state, <br />and of the amount of federal assistance received by the municipality. Such <br />records may establish the basis for application for federal reimbursement of such <br />payments made by the state, and the cmmission is authorized to make such appli- <br />cation in appropriate cases. <br />(5) The commission may promulgate procedures and regulations pursuant to <br />which continuing technical assistance may be provided municipalities at. the <br />expense of the commission after the construction of such Sewage treatment plants <br />to assist such municipalities with compliance with r~rp~lations of the c:omnission. <br />25-8-703. OQd'I'INUING PLANNING PROCESS AND O'~ORI)INATID WASTE TREA'IDIII4T <br />GIANAGEMIIdP. The division shall establish and conduct a continuing planning <br />process for coordinated waste treatment management as required by sections 303(e) <br />and 208 of the federal act, and the division shall from time to time submit its <br />proposals to the commission for hearing and approval. <br />25-8-704. (1) No person shall corm <br />mence the construction or expansion of any sewage treatment works intended to <br />serve more than twenty persons unless: <br />(a) Site location and the construction or expansion have been approved <br />and designs therefor reviewed by the carmission; and <br />(b) A permit for the discharge therefrom has been issued pursuant to <br />section 25-8-501 (6). <br />(2) In determining the suitability of a site location for any sewage treat- <br />ment works, the crnmission shall consider the long-range comprehensive planning <br />for the area and the consolidation of sewage treatment works to avoid a prolif- <br />eration of small sewage treatment works. <br />25-8-705.
