• corresponding topsoil removal area and will be completed prior to <br />initiation of topsoil removal. <br />EFCI has completed revised hydrologic calculations for both the ditches <br />and Sedimentation Pond No. 4 reflecting changes in drainage areas and <br />runoff characteristics. These revised calculations are included with this <br />application package as Appendix 2, Revised Drainage and Sediment Control <br />Calculations. As documented by the calculations, addition of the refuse <br />pile expansion area will not significantly increase flow volumes or <br />sediment loads. No modification of the existing sedimentation pond will <br />be required and required minor modifications to the collection ditches are <br />identified. <br />Clearing. Grubbing and Toosoil Removal <br />In order to establish suitable base conditions for coal refuse placement, <br />• EFCI will clear and remove topsoil from the foundation zone of the refuse <br />pile expansion area. <br />A tracked dozer will be utilized to clear the foundation area, removing <br />any large trees, shrubs, boulders, and logs. EFCI will then remove and <br />stockpile remaining recoverable topsoil and incorporated vegetative <br />materials utilizing either tractor scrapers or a wheel loader and trucks. <br />Consistent with current practices, EFCI will recover approximately one (1) <br />foot of A horizon and three (3) feet of B horizon soil materials. These <br />materials will either be directly replaced on regraded areas or stockpiled <br />separately for later reclamation use. <br />It should be noted that EFCI, in the comprehensive permit revision/update <br />document currently being prepared for submission, is proposing a reduction <br />in topsoil removal/replacement thickness and elimination of soil <br />segregation. This proposal is based upon chemical analyses of soil and <br />• refuse materials which indicated similar suitability characteristics for <br />6R Revised - February, 1990 <br />
