• INTRODUCTION <br />Energy Fuels Coal, Inc. (EFCI) currently conducts underground coal mining <br />operations at the Southfield Mine located approximately eight (8) miles <br />south of Florence, Colorado. The mine operates under a life-of-mine <br />mining and reclamation plan which is the basis for the existing approved <br />mining permit (Permit No. C-81-014) under the Regulations of the Colorado <br />Mined Land Reclamation Board for Coal Mining (CRS 1973 as amended). <br />Production from the mine is carried by conveyor to an on-site coal <br />preparation plant where coarse refuse materials (+2") are removed by a <br />rotary breaker and fine refuse (-2")is removed using gravity flotation, <br />centrifugal, and differential settling methods to produce a clean coal <br />product. The preparation processes result in two coal waste streams, an <br />intermediate (+28 mesh to 2"), and a fine (-28 mesh) refuse product. <br />Surface moisture from the intermediate refuse product is removed by <br />• screening and a screw classifier. The fine coal refuse stream is a fluid <br />suspension which is dewatered using a clarifier and belt press to remove <br />excess moisture. The dewatered fine and dried intermediate refuse, and <br />the coarse refuse are transported separately to an existing coal refuse <br />pile where they are placed and compacted in sequential lifts. The <br />existing coal refuse pile, located approximately 1,000 feet west of the <br />mine portals, has been designed and constructed to insure long-term <br />stability and facilitate effective ongoing reclamation. <br />In order to provide additional required volume for refuse disposal, EFCI <br />is requesting approval of a technical revision for a lateral expansion of <br />the existing refuse pile to the south encompassing an area of <br />approximately 7.5 acres as shown on the Coal Refuse Pile Expansion Map <br />(Map TR07-1). <br />LOCATION OF PROPOSED REFUSE PILE EXPANSION <br />• The proposed refuse pile expansion area is located in the SW1/4 of the <br />NW1/4 of Section 30, T20S, R69W, 6th PM as shown on the Loal Refuse Pile <br />Expansion Map (Map TR01-1). <br />1R Revised - February, 1990 <br />
