• Areas to be revegetated will be prepared by disking and harrowing prior <br />to seeding. A rangeland seed drill will be utilized for seeding most <br />areas. Where use of the seed drill is not practical due to slope or other <br />considerations, EFCI will broadcast the seed at twice the normal seeding <br />rate. <br />Seeding will typically be scheduled for late fall, allowing the seed to <br />"winter-over" and germinate in the spring in order to take advantage of <br />elevated soil moisture levels. <br />Long Term Stability and Maintenance <br />The final refuse pile configuration following refuse placement, rough <br />grading, topsoil replacement, final grading, and revegetation has been <br />designed to insure long-term stability and require minimal maintenance. <br />EFCI will inspect refuse pile areas on a quarterly basis for indications <br />• of any significant surface erosion or instability. <br />Any significant surface erosion will be controlled and effected areas <br />stabilized through the use of temporary stabilization measures to the <br />extent possible. Such measures may include placement of erosion netting, <br />straw bales, sediment fences, check dams, supplemental seeding, or <br />application of other appropriate erosion control techniques. By utilizing <br />these methods, EFCI will attempt to minimize redisturbance of reclaimed <br />areas. <br />POSTMINING LAND USES (2.05.6) <br />The operation and reclamation plans presented in both Section 2.05 of the <br />permit application document and this application for technical revision <br />provide for effective prevention, control and/or mitigation of all mining <br />related impacts. A detailed discussion of impact mitigation is presented <br />in Section 2.05.6, Mitigation of the Impacts of Mining Operations, of the <br />• permit application document. In addition, the following sub-sections <br />describe specific mitigation considerations which relate directly to the <br />proposed refuse pile expansion. <br />11R Revised - November, 1989 <br />
