• Gradin
Upon completion of coal refuse placement, the top surface and sideslopes
of the refuse pile will be rough graded to provide for effective drainage
utilizing either a tracked dozer or motor grader. As noted in the
previous sub-section, refuse pile sideslopes will be established at a
maximum gradient of 2H:1V with typical sideslopes at approximately 3H:1V.
The upper surface of the refuse pile will slope to the east with a minimum
gradient of at least 0.5 percent to ensure drainage and prevent any
ponding of runoff on the refuse materials.
T~soil Replacement and Grading
In order to minimize the total disturbance area and control erosion and
sedimentation, topsoil replacement and revegetation will follow refuse
placement as soon as is operationally practicable. A minimum of four (4)
• feet of topsoil and subsoil material will be placed on regraded portions
of the refuse pile using tractor scrapers or a wheel loader and trucks to
move these materials from active removal areas or existing stockpiles to
replacement areas. Topsoil replacement thickness may be modified as a
result of the comprehensive permit revision/update currently being
prepared. However, any modifications are subject to CMLRD approval.
The topsoil will be rough graded using either a tracked dozer or motor
grader to maintain uniform replacement depth. Topsoil replacement will
typically be scheduled for late summer or early fall to coincide with
subsequent fall seeding.
Revegetation
Following topsoil replacement, topsoiled areas will be reseeded using the
revegetation seed mix presented as Table 2.05.4-3 in the permit
application document (Volume 6).
•
lOR Revised - February, 1990
