• the stockpiled topsoil will be relocated to the top of the refuse <br />stockpile for short term storage until it is needed for ongoing <br />reclamation. In addition, any topsoil stripped from refuse pile expansion <br />areas which cannot be directly replaced will also be stockpiled either on <br />top of the refuse stockpile in anew stockpile to be designated M-4 or in <br />an additional stockpile, M-5, at the southwest corner of the refuse <br />stockpile area. <br />Until proposed modifications to topsoil handling plans are approved by the <br />CMLRD, the designated stockpile location can be utilized for two (2) <br />separate A and 8 horizon stockpiles. If multiple stockpiles are <br />necessary, they will be separated a minimum of 15 feet at the toe. If <br />required, any topsoil which must be stockpiled on top of the refuse pile <br />will be placed in an area immediately behind the advancing crest such that <br />total material thickness does not exceed the design height limitation of <br />75'. Any temporary topsoil stockpile will be located and placed to <br />• minimize potential wind and water erosion, and contamination by refuse <br />materials. In order to minimize the potential for topsoil contamination, <br />EFCI will maintain a minimum 15 foot buffer between the active refuse <br />crest and the toe of any necessary topsoil stockpile. The potential <br />temporary stockpile location is shown on the Coal Refuse Pile Expansion <br />Map, (Map TR07-1). <br />Topsoil stockpiles will be constructed in sequential lifts with maximum <br />sideslopes not exceeding 3H:1V. Stockpile disturbance areas will be <br />stabilized with temporary vegetation, seeded during the first appropriate <br />growing season following placement. Topsoil stockpiles will also be <br />marked with appropriate signs and any unnecessary vehicular traffic will <br />be restricted from stockpile areas. <br />If topsoil stockpiling on the refuse pile is necessary, stockpiled topsoil <br />resources will be accessed from a temporary light-use road on the refuse <br />side to avoid disturbance of reclaimed areas. Drainage from topsoil <br />• stockpiles will be controlled by limiting slopes to 3H:1V, incorporating <br />vegetative materials with topsoil during removal, leaving stockpile <br />surfaces in a roughened condition, and establishment of temporary <br />7R Revised - February, 1990 <br />
